Chlorine free paper manufacturing is very common today, and most paper mills now protect water quality through a variety of chlorine free manufacturing processes. The purpose of chlorine in the papermaking process is to brighten pulp, resulting in brighter, whiter paper. Today, better and cleaner technologies exist which bring the same or better results without adding chlorine to our watersheds. This is another example of how the paper industry as a whole continues to move forward in lessening its impact on water quality and the overall environment.

Three main chlorine free whitening processes commonly used:
Totally Chlorine Free Paper (TCF) is accomplished by completely removing chlorine from the bleaching process. TCF paper is whitened without chlorine bleach and with processes including oxygen, peroxide and ozone bleaching systems. The term TCF cannot be associated with recycled paper because it is impossible to know if the recycled fibers used are TCF or not.

Process Chlorine Free Paper (PCF) is accomplished by removing chlorine from the secondary whitening process. What this means is that a paper labeled PCF has not had any chlorine added during manufacturing, but because this paper may have recycled content, which cannot be verified as TCF, it is therefore labeled as PCF.
Elemental Chlorine Free Paper (ECF) is accomplished by whitening free of “elemental chlorine” which is considered the bad guy of chlorine. However, other chlorine compounds may be used in this process. When an ECF process is combined with recycled fibers, with unknown chlorine values, the origin and amount of chlorine in the ECF paper in unknown. However, it is important to note that removing elemental chlorine reduces dioxins and improves water quality.
